Is there any way of converting the arcade over to Germen files, so when you install the arcade it is in German.

Sure! In the /language directory you'll find language directories and files. For instance, the arcade comes with an /english directory and files in it. You would need to create a /german directory and convert the same english files to german and copy them to the /german directory.
The files you find in the /english directory You would also have to rename the files you put in the /german directory from Arcade.english.php, etc. to Arcade.german.php, etc.
If the forum's default language is in german then the arcade should show in that language unless Chen has done something in the settings you'd have to change to change the language first. You could also delete the /languages/genglish and keep the german one and zip up the arcade that way and it would only use german when you install it.
Most mods work this way. ;)
