I am running 2.0.15 can I update right to SMF 2.1 RC2 Or do I need to?

You "can" upgrade but don't "need" to. But you can't upgrade through the admin, not yet anyway. There are still bugs in it and will be until the final/gold version is released and maybe after that. No security issues that I'm aware of yet...
