How can I make the lettering size #12 in my shout box and maybe on my forum?

I don't use Simple Portal but I'd assume it would be in one of it's stylesheets. Possibly, portalrtl.css.
For your forum, you might want to keep it as is unless your members are complaining. However, you can easily change the size of any webpage by holding down CTRL and scrolling the mouse wheel. This only do it for you on your PC and not everyone else.
I'm not sure about SMF, I'm not a theme designer but would assume it would also be in a .css file. I'm not sure if you could just change a current setting or if you'd have to add a style to make it work.
